Прямоугольное двухстороннее полотнище голубого цвета с отношением ширины к длине 2:3, несущее вдоль нижнего края полосу чёрного цвета шириной 1/6 ширины полотнища. На полотнище изображены фигуры из герба городского округа Карабулак: белая зубчатая мурованная стена с двумя башнями, над которыми в центре полотнища летит жёлтый орёл с распростёртыми крыльями, чёрными на концах и с чёрным хвостом под лучами выходящего сверху солнца.
