«Флаг городского поселения Рузаевка представляет собой прямоугольное полотнище красного цвета с отношением ширины к длине 2:3, в центре которого железнодорожный фонарь жёлтого цвета со стеклом зелёного цвета, поверх кольца (ручки) которого — четыре стрелы жёлтого цвета, с наконечниками белого цвета, сложенные в диагональный крест наконечниками наружу».
