«Прямоугольное полотнище с отношением ширины к длине 2:3, в центре которого круг белого цвета с тонкой каймой синего цвета и широкой внешней зубчатой каймой жёлтого цвета, на котором парусный корабль чёрного цвета, плывущий по тонкой волнисто выщербленной полосе синего цвета, ниже которой две таких же полосы».
