Roosevelt (pursuant to his powers under the Railway Labor Act) to investigate and make recommendations to the President regarding a major labor dispute. The Chicago Great Western Railroad had demanded a 15 percent wage cut affecting 960,000 workers. The fact-finding board vetoed its request.
