He entered the Colonial Office in 1926 and held positions at home and abroad, often as financial advisaer or as a member of a fiscal committee, and as Deputy Under Secretary of State 1947-48. Appointed to the Treasury as Third Secretary in 1948 he served as Head of the UK Treasury and Supply Delegation in Washington and was Chief of the World bank Mission to Ceylonon 1951. Before becoming Director of LSE he was Vice Chancellor of the University of Malaya for four years.' LSE Magazine, November 1983, No66, p.19
